There are many reasons that some people fail to speak, write in and understand English language. First reason is that you wait for a miracle. I tell you that miracles don't happen nowadays. How can you expect water from a water tank which you have not filled with water first? Likewise, you expect in vain to speak English language some day without first filling your brain with English vocabulary, English phrases and expressions. How to fill your brain with English vocabulary, phrases, sentences etc?
You need to read more and more easy books written in English language. You also need to watch movies, News, serials, live commentary etc in English language.

Next, you need to watch YouTube videos on English language. Most people waste their time watching the videos of native speakers of English Language, who teach only a few known English expressions over and over and nothing about the grammar rules, word formation, sentence formation, spellings, pronunciation, conjunctions etc. The best teachers of a language are its native speakers is an outdated myth. If it were true, Asian professors would never teach English language in American and British universities. One of my friends is ph.D in Kashmiri language, yet he can't tell the meaning of every known kashmiri proverb, phrase, word and couplet. The best teacher of a language is the one who himself has learnt and who makes others learn a language best.
Finally, the self-study is the best study. You can lead a horse to water but you can't make him drink. Therefore, whatever you are taught, you need to note it down on a notebook and then revise it over and over. Constant revisions will make you remember the language material longer. It is all a memory game. You read or hear a new phrase. You memorise it. You repeat it. The better your memory, the faster you learn.
If you have access to incomplete, you learn incomplete and you remain incomplete. For example, verb is the heart of English sentence. All you read and hear about verb is that verb is an action word, it has two kinds : Main verb and Auxiliary verb and every main verb has three forms ;eg GO WENT GONE, DO DID, DONE, LOVE LOVED LOVED, HATE HATED HATED . Full stop!
